In California, accessibility review is not a finish-line checklist. It is a design and entitlement issue that can affect site circulation, entrances, restrooms, parking, door hardware, service counters, signage, and the route connecting them. Early analysis protects the project from avoidable redesign, permit delays, field changes, and a facility that remains difficult for part of the public to use.
What Accessibility Upgrade Requirements Apply?
The answer depends on whether the work involves new construction, an addition, an alteration, a change of use, or maintenance and repair. New construction generally requires broad compliance with applicable accessibility provisions. This requires early coordination of grades, drainage, door thresholds, gates, railings, site furnishings, and exterior lighting. For multifamily and mixed-use projects, teams should distinguish between accessibility requirements for public and common areas, adaptable or accessible dwelling units where applicable, and fair housing considerations. The correct approach depends on the project’s funding, occupancy, unit count, and regulatory context. Treating all residential requirements as identical creates unnecessary cost in some cases and unacceptable exposure in others.

Accessibility work should be priced as a coordinated scope, not carried as a vague contingency. Critical dimensions should be checked before concrete placement, framing close-in, millwork fabrication, and final fixture installation.
