A floor plan can look resolved long before a project is ready to price, permit, or build. That gap is precisely what design development is meant to close. For owners asking what happens during design development, the short answer is that the approved concept becomes a coordinated, technically credible building proposal - one that can withstand informed decisions about cost, code, constructability, and performance.
For a residence, multifamily building, commercial tenant improvement, or mixed-use development, this phase is where broad choices become commitments. The number and type of windows, structural spans, exterior materials, mechanical equipment locations, accessibility routes, kitchen layouts, and life-safety requirements begin to take defined form. Decisions made here influence both construction cost and the quality of the finished environment.
What Happens During Design Development?
Design development follows schematic design. In schematic design, the team establishes the project’s overall direction: site organization, building massing, program, general layout, design character, and an initial strategy for approvals. Design development takes that direction and tests whether it works as a real building.
The architect develops plans, elevations, sections, and key details to a greater level of specificity. Consultants begin coordinating their systems with the architectural design. The owner is asked to make targeted decisions before those choices become expensive to revise.
This is not simply a drawing-production exercise. It is a disciplined process of reducing uncertainty. A well-managed phase identifies conflicts early, preserves the project’s central design intent, and gives the owner a more reliable basis for budget and schedule decisions.
The architectural design becomes specific
During design development, rooms are refined to reflect how they will actually be used. Engineering systems are coordinated early
A building’s systems occupy real space, and they often compete for the same space. Structural framing, ducts, piping, electrical distribution, fire protection, drainage, and equipment all need a path through the building. Design development is when those paths are studied in earnest.
The structural engineer may confirm a framing approach, foundation concept, lateral-force-resisting system, and the feasibility of larger openings or cantilevers. Code and entitlement issues receive a deeper review
Code compliance is not a final checkpoint. It shapes the building from the beginning, and design development is a critical point for confirming that the project is proceeding on a viable path.
The team reviews occupancy classifications, construction type, allowable area and height, exiting, accessibility, fire-resistance requirements, energy-code implications, and local ordinances. Depending on the project, this work may also involve coordinating planning conditions, design-review requirements, historic considerations, wildfire-zone standards, coastal regulations, or utility requirements.
