A tenant improvement can appear straightforward until demolition exposes a shifted structural wall, an undocumented plumbing line, or a ceiling height that does not match the plans. That is when do you need as-built drawings becomes a practical project question, not a documentation exercise. Accurate existing-condition drawings give owners, designers, contractors, and agencies a shared basis for decisions before assumptions become change orders.
For property owners and developers, as-built documentation is an investment in reducing uncertainty. It records what is actually present in a building or site, including conditions that may have changed during original construction, later remodels, repairs, or unpermitted work. The greater the consequence of getting those conditions wrong, the stronger the case for beginning with a reliable as-built set.
When Do You Need As-Built Drawings?
You need as-built drawings whenever the existing condition will materially affect design, permitting, pricing, construction, operations, or a property transaction. They are especially valuable before a renovation, addition, adaptive reuse project, or major tenant improvement. In each of these situations, the design team is making decisions around an existing physical asset rather than starting from a clean site.
A small cosmetic remodel may not require a comprehensive drawing set. Replacing finishes, casework, or fixtures within an unchanged layout can sometimes proceed with limited field verification. But once a scope affects walls, structure, accessibility, plumbing, mechanical systems, fire and life-safety elements, or the building envelope, incomplete information can create expensive exposure.
The question is not simply whether old plans exist. It is whether those plans are trustworthy enough to support the decision at hand. A decades-old plan set may be useful background, but it does not necessarily reflect the building after multiple ownership changes and tenant alterations.
Before a renovation or addition
Renovations are the clearest case for as-built drawings because every new element must connect to something that already exists. Dimensions, floor elevations, window and door locations, structural framing, ceiling conditions, and utility routes influence what can be built and how much it will cost.
For an addition, existing drawings help establish the relationship between the new work and the original structure. They can reveal grade transitions, roof geometry, drainage conditions, and exterior wall locations that affect design feasibility. For a residential owner, this may prevent a planned expansion from creating an awkward roof connection or triggering unforeseen structural work. For a developer, it improves early underwriting by replacing assumptions with measurable conditions.
Before a change of use or adaptive reuse project
A building that worked as an office, retail suite, warehouse, or restaurant may require significant upgrades when its use changes. Occupancy classification, exiting, accessible routes, restroom counts, fire protection, and mechanical requirements may all shift with the proposed program.
As-built drawings allow the project team to test those requirements against the actual building. This is particularly relevant for older commercial properties in which original records are incomplete or prior improvements were made without a coordinated permit set. A code review based on inaccurate floor area, corridor widths, or exit paths can send a project back into redesign after it has already entered the approval process.
Before permit submittal
Most jurisdictions do not require a standalone document labeled “as-built drawings” for every permit. They do, however, expect permit documents to accurately represent existing conditions and clearly identify proposed work. Where a project alters an existing building, the quality of existing-condition information directly affects the quality of the permit set.
In California, this can be particularly consequential where energy code, accessibility, fire and life-safety, historic considerations, or local zoning constraints apply. A measured base plan helps the architect identify compliance issues early, rather than discovering them through plan check comments or in the field.
For projects with a narrow schedule, accurate documentation also creates a more efficient entitlement and agency coordination process. It does not eliminate review requirements, but it gives the team a defensible starting point.
What As-Built Drawings Should Capture
The appropriate scope depends on the project. A basic suite renovation may need measured floor plans, reflected ceiling plans, photographs, and key utility locations. A whole-building repositioning effort may require elevations, building sections, roof plans, site conditions, accessible routes, structural observations, and a detailed record of mechanical, electrical, and plumbing systems.
The critical point is that an as-built set should be tailored to the decisions it must support. Over-documenting a small interior refresh can waste time and budget. Under-documenting a complex conversion can create the false confidence that causes downstream problems.
Modern field documentation often combines laser measurement, photography, conventional verification, and lidar-based 3D scanning. Scanning can quickly capture complex geometry and provide a reliable spatial reference, particularly in large buildings, irregular spaces, and sites with difficult-to-measure conditions. It is not a substitute for architectural judgment. The scan data still needs to be interpreted, modeled, and checked against the scope, code questions, and construction realities of the project.
As-built drawings versus record drawings
These terms are often used interchangeably, but they can describe different deliverables. As-built drawings generally document observed existing conditions through field measurement and verification. Record drawings may refer to a contractor-marked set showing deviations from permitted construction documents, or to final documents maintained by an owner.
Neither should be assumed to be perfect simply because it carries the word “record.” Contractor markups may depend on the consistency of field reporting. Original construction documents may show design intent rather than installed conditions. For a renovation or acquisition decision, independently verified existing-condition drawings are usually the more useful foundation.
The Business Case: Better Information Before Commitments
As-built drawings cost money upfront, and owners should evaluate that cost in proportion to project risk. The return is often found in avoided redesign, more accurate contractor pricing, fewer site surprises, and clearer consultant coordination.
Consider a commercial tenant improvement where the available base plan shows a standard ceiling grid and regular column spacing. If field documentation reveals soffits, beam drops, or existing ductwork in a proposed circulation path, the issue can be resolved during design. If it appears after pricing or demolition, the solution may affect schedule, budget, and lease commitments at once.
The same principle applies to property acquisition. Investors evaluating an underused building need to understand not only its gross square footage, but also its usable area, egress configuration, physical constraints, and apparent alteration history. A measured as-built survey can sharpen feasibility analysis before a buyer commits capital to a redevelopment strategy.
There are trade-offs. A comprehensive scan-and-model effort may not be justified for a short-term leasehold improvement in a well-documented modern building. Conversely, it may be inadequate to rely on a broker flyer and an old PDF plan for a historic structure, a healthcare conversion, or a mixed-use redevelopment with multiple systems and code triggers. The scope should match the consequence of being wrong.
How to Plan an Effective As-Built Scope
Start by identifying the decisions that the drawings must support. Is the immediate need a conceptual test-fit, a permit application, a contractor bid, an accessibility review, or long-term facility management? Each use calls for a different level of detail.
Next, identify the areas where uncertainty is highest. These commonly include concealed structural conditions, roofs, utility connections, existing fire protection, vertical circulation, grade changes, and spaces altered by prior tenants. A targeted investigative approach can be more efficient than treating every part of a property with the same level of scrutiny.
Finally, establish the expected deliverable before fieldwork begins. A point cloud, a BIM model, CAD backgrounds, annotated floor plans, photo logs, and permit-ready existing-condition drawings are not interchangeable. Owners should confirm file formats, accuracy expectations, coverage areas, and the level of architectural interpretation included in the service.

Do Not Wait for Construction to Reveal the Building

They do create a disciplined baseline for identifying what should be investigated before the project is committed.
For any project that depends on an existing building, accurate field documentation creates room for better decisions. It allows the design to respond to the property that is actually there, protects the budget from avoidable assumptions, and gives every stakeholder a clearer path from concept to construction.
